L'artista irlandese Martin Mooney è nato a Belfast nel 1960. Ha frequentato l' Università dell'Ulster, Facoltà di Arte e Design (1979-80), il Brighton Polytechnic College of Art and Design,, ottenendo un BA Honors Fine Art (1980-83) ed infine l' University College London, The Slade School of Fine Art (Post-Laurea).
